But perhaps most significant of all is the success of the Bolsheviks in reuniting Latvians, Belarusians, Ukrainians and other so-called "non-historical" nationalities under the scepter of the Moscow government, as representatives of the sovereign Great Russian tribe. The Moscow demand went completely unnoticed by the general public, did not cause any discussion in the press or at meetings, and was taken for granted by Soviet Ukraine. The Ukrainian, Byelorussian, and other national Soviet governments, while maintaining the entire decorum of state power, sending "notes" to foreign powers, and having "their own armies," are in fact no more independent than those marshals and generals whom Napoleon I made kings and dukes of conquered regions as a reward for their faithful service. And here the letter "F" symbolizes not so much the "F"-ederation, as the "F" - a leaflet covering the executive bodies of the unified state apparatus headed by the Moscow Council of People's Commissars.
